Zagreb police have completed their investigation into two 18-year-olds suspected of starting the fire that destroyed the Vjesnik skyscraper.
The case has been forwarded to prosecutors, though investigators haven’t entered the building due to safety concerns.
Experts say the structure suffered major damage, with cracks monitored by engineers. Temporary traffic restrictions remain in place while the building is assessed.
Police say the suspects, along with a minor, broke into the high-rise on November 17, climbed to the 15th floor, and allegedly set fire to a cardboard box of paper. Flames spread quickly, destroying several floors. Neither suspect has a prior record.
Prime Minister Andrej Plenković stressed that no one was injured. “Despite having a building manager and full security, these individuals were still able to enter and start a fire. Our priority is a thorough expert assessment to decide on demolition or other measures,” he said.
The Croatian state owns a 64 percent stake in the building.
The government dismissed reports claiming the building was insured as residential, potentially costing the state millions. Officials confirmed the Vjesnik complex-45,000 square meters-is insured as a commercial property.
This year, the insured value increased from €7.5 million to €53.5 million, and the maximum payout per square meter more than doubled to €1,195. With the state’s 64 percent ownership, authorities say there is no financial risk.
Croatia osiguranje has received the claim and will pay compensation once investigations and damage assessments are complete.
