Companies CE-ZA-R and Tabak Group submit bids for the first two phases of waste remediation in Gospić

For the first two phases of remediation of illegally dumped waste in the area of the former PPK Velebit in Gospić, two bids each have been received. According to data from the Electronic Public Procurement Classifieds of the Republic of Croatia, a consortium led by the Zagreb-based CE-ZA-R (the largest member of the C.I.O.S. Group) and the Zaprešić-based company Tabak Group submitted bids for both jobs. 

For the removal of approximately 4,500 tons of bulk waste with hazardous properties, with an estimated value of 4.72 million euros excluding VAT, Tabak Group offered 3.6 million euros excluding VAT, or 4.5 million euros including VAT.

The consortium led by CE-ZA-R, which includes C.I.A.K., Saubermacher-TS, Kemis-Termoclean, and Kemokop, offered 8.775 million euros excluding VAT, or nearly 10.97 million euros including VAT.

This is a procedure for which there were no interested bidders in the previous procurement process.

CE-ZA-R, together with Saubermacher-TS, also submitted a bid for the removal of about 650 tons of waste stored in around three hundred so-called "big bag" sacks, while the second bidder is once again Tabak Group.

The estimated value of that procurement is 400,000 euros. Tabak Group offered 357,500 euros excluding VAT, and CE-ZA-R and Saubermacher-TS offered 578,500 euros. With VAT included, these amounts come to 446,875 euros and 723,125 euros, respectively.

The expert committee of the Environmental Protection and Energy Efficiency Fund is currently reviewing the documentation and evaluating the received bids. The selected contractor will have a maximum of six months to remove the waste from the big bags, and 12 months to remove the 4,500 tons of bulk waste.

In addition, the Fund expects to receive bids this coming Friday in a negotiated procedure for temporarily covering the area where buried waste is located, with an execution deadline of no more than four months.

Preparation for waste remediation inside the buildings

The Fund has also begun preparing for the remediation of waste located inside the buildings of the former PPK Velebit. In March, the State Inspectorate ordered the company TIPOS RESURS, which is suspected of illegal waste dumping, to remove it within 90 days. 

After that deadline expired, the Fund launched activities to remediate that part of the site. A plan is being prepared to precisely determine the quantities, types, and properties of the waste in the basements, closed rooms, and attic, as well as the method for its safe removal and disposal.

According to current estimates, there is about 6,000 tons of hazardous and non-hazardous waste inside the buildings.

The Fund notes that the remediation is being carried out through multiple parallel procedures due to the different types and properties of the waste on-site. The goal, they emphasize, is to speed up the remediation of the entire area by implementing individual phases simultaneously.
