Opposition party aims to make cash a constitutional right

Lawmakers return to parliament tomorrow following the holiday recess, and the opposition Most party is set to begin collecting signatures for a draft constitutional amendment aimed at protecting the use of cash in Croatia.

The initiative has received initial backing from the government’s coalition partner, the Homeland Movement, giving the proposal early cross-party support.


Most party president Nikola Grmoja compared the protection of cash to safeguarding freedom of choice and citizens’ financial privacy. He said such protections are becoming increasingly important as economies move toward full digitalization.


“This is not about reinventing the wheel,” said Most MP Marin Miletić. “We saw what happened in Canada during the pandemic, when the government blocked bank transactions and people were effectively prevented from buying food and basic necessities. That really happened.”


Independent lawmaker Josip Jurčević also voiced support for the initiative, stressing that the issue transcends politics and should be viewed as a matter of fundamental human rights.
