EU leaders, including Prime Minister Andrej Plenković, wrapped up a two-day informal meeting in Versailles, France.

Leaders adopted the Versailles declaration which covers Russia's aggression against Ukraine and outlines how the EU can bolster defence capabilities, reduce energy dependencies and build a more robust economic base.

"We demand that Russia ceases its military action and withdraws all forces and military equipment from the entire territory of Ukraine immediately and unconditionally, and fully respects Ukraine's territorial integrity sovereignty and independence," said EU heads of state and government.

EU leaders also discussed ways to ensure security of energy supplies, which included agreements to phase out EU's dependency on Russian gas, oil and coal.

In this regard, Prime Minister Andrej Plenković said he supported capping energy prices globally in order to prevent speculation.

"Now it’s necessary to help our fellow citizens and the economy again. It’s best to cap energy prices, but this must be a global action. It’s not good if someone profits from speculative prices, that’s immoral."

Energy and food cannot be treated as other commodities, Plenković said. "We have entered a new phase after Russia’s attack on Ukraine in which energy and food will be our strategic resources and we should adapt to that."
