EC gives positive assessment of Croatian strategic plan for agriculture

The European Commission (EC) has positively assessed Croatia's plan for implementing common agricultural policy, announced the Ministry of Agriculture. 

In its observations on Croatia's Strategic Plan for the Implementation of Common Agricultural Policy, the EC praised the planned increase in expenditures for knowledge transfer and innovation, animal welfare and forest protection, efforts to attract and retain young farmers, while it believes that a bigger step is needed in the distribution of direct payments and that the plan should be more ambitious in terms of environmental and climate contribution, reported the ministry.


Croatia submitted the draft Strategic Plan to the EC within the set deadline, by 31 December 2021, and the EC submitted its comments on 31 March this year in the form of a letter of observation.


A letter of observation was also sent to other Member States, which submitted their strategic plans on time, in the same form and structure. It can be noted that some observations are "horizontal" and addressed to all countries, according to the ministry.


They also note that they submitted their general preliminary answers to the EC's observations on April 21, within the set deadline of three weeks.


They point out that this is a continuation of so-called a "structured dialogue" with EC representatives, which lasts throughout all phases of the strategic plan.


It is a standard procedure that applies to all EU member states, and the observations, among other things, aim to carry out technical harmonization of all plans, in order to monitor progress and achieve defined goals at the EU level, explained the ministry.


According to them, the final version of the Strategic Plan 2023-2027 will be sent to the EC for approval after the process of amending the Plan is finalized, in accordance with the comments received, the results of the completed ex-ante analysis and consultations with key stakeholders in the sector.
